Consular services in questions and answers

Dear Russians, readers of the magazine "Russian Emirates"! The consular department of the Russian Embassy in the UAE continues to answer the most relevant and frequently asked questions.

Can my foreign husband send an application to the Russian consulate for the citizenship of a child instead of me?

An applicant for citizenship for a child or a passport can only be a Russian citizen.

Does a foreign father need to go with me to the embassy to apply for Russian citizenship for our child?

Mandatory, since the consul certifies his signature on the consent to receive the citizenship of the Russian Federation by the child, therefore, the personal presence of the father is necessary.

What photographs are needed for citizenship and passport?

Photos 3.5 x 4.5 cm in size, without a hat and dark / smoky glasses.

What should I write in paragraph 18 of the citizenship questionnaire - "Address of residence"?

The section of the site "Admission to Russian citizenship of persons under 18 years of age or incapacitated persons is a child whose one parent is a citizen of the Russian Federation + the consent of another parent - a foreigner (Art. 14 h. 6 p." A ")" reads: "If you are“ registered "In Russia and you have an internal passport with a stamp on registration in Russia - then the application must indicate the address of" registration ". If you left Russia and were removed from the register -" wrote out ", then - the address of residence in the UAE." In this case, we recommend that you register with the Russian Embassy in the UAE in order to avoid problems with obtaining a passport in the future.

If my passport has expired, can I apply for citizenship and a child’s passport?

You need to first issue a new passport for yourself, and only then apply for citizenship and passports to the child. A second child was born in our family, and we would like to draw up documents for obtaining "Maternity Capital".

Tell me, how can this be done if we were discharged from the Russian Federation and are permanently resident in the UAE (we are registered with the consular department of the Russian Embassy in the UAE)?

In accordance with Federal Law dated December 29, 2006 No. 256-ФЗ, the right to receive maternal (family) capital arises upon the birth (adoption) of a child (children) with the citizenship of the Russian Federation from the following citizens of the Russian Federation, regardless of their place of residence:

  • Women who have given birth (adopting) a second, third or subsequent children from January 1, 2007, if she had not previously exercised the right to additional state support measures;
  • Men who are the only adoptive parents of the second, third or subsequent children who have not previously exercised the right to additional measures of state support if the court decision on adoption has entered into force on 01.01.2007.
  • Citizens of the Russian Federation personally or their legal representatives are entitled to apply to the territorial authority of the Pension Fund of the Russian Federation at the place of residence for a certificate.
  • Citizens of the Russian Federation who have left for permanent residence outside the territory of the Russian Federation and do not have a registered place of residence and place of stay in the territory of the Russian Federation can apply directly to the Pension Fund of the Russian Federation for submitting an application.

Based on the norms of the Federal Law dated December 29, 2006 No. 256-ФЗ, it is possible to dispose of funds of maternal (family) capital only on the territory of the Russian Federation. Additional information on this issue, including the application form, can be obtained on the website of the Pension Fund of Russia.
