Russian citizens permanently residing in the United Arab Emirates can register a marriage on their territory that will be recognized in the Russian Federation. If both newlyweds are citizens of Russia, registration is carried out at the embassy or consulate general of the Russian Federation in the United Arab Emirates (in accordance with the Administrative Regulations for the execution of the state function for the registration of acts of civil status - Ed.).
A month before the expected date of registration, citizens who have reached the age of 18 submit a joint written application to the diplomatic mission (Form No. 7). It must confirm both the mutual voluntary consent to marriage, and the absence of circumstances that impede it. Registration is carried out in the presence of persons entering into marriage on the appointed day (after a month after the submission of documents).
If the newlyweds cannot come to the diplomatic mission in person (due to illness or other good reason - ed.), Registration can be made at home, in a medical or other organization in their personal presence. A certificate and a certificate of marriage (Form No. 27) shall be issued to applicants on the day of registration. To put the appropriate stamp in the internal passport, you must contact the registry office in Russia with a certificate issued.
If the marriage is between a citizen of the Russian Federation and a foreigner, it is recommended to contact the registry office in Russia. Moreover, the documents required for registration can be provided by a third party by a notarized power of attorney.
In addition, it is possible for them to register marriage in the UAE civil court or at the embassy of a foreign spouse. For this, it is necessary to obtain a certificate of guardianship and the absence of the fact of marriage registration at the diplomatic mission of the Russian Federation in the UAE (based on a similar certificate from the Russian registry office - approx. Ed.). This certificate will be valid in Russia after it has been stamped with consular legalization and a notarized translation into Russian is made. Both documents can be issued at the diplomatic mission of the Russian Federation in the UAE.
