Dear readers of the magazine "Russian Emirates", we are again pleased to meet with you on the already traditional "consular page". In anticipation of the holiday period, Russians and foreign citizens residing in the UAE are particularly interested in issues related to obtaining foreign passports and visas to the Russian Federation. We provide answers to the most frequently asked ones.

Question: I have been living in the UAE for a long time, and it is difficult for me to fill out questionnaires in Russian. Can I fill out questionnaires in English?

Answer: No, you can’t. You contact the consular department and submit documents for the exchange of a Russian passport - a document confirming your belonging to the citizenship of the Russian Federation. The official language of our country is Russian. Therefore, all documents are filled out only in Russian.

Question: I was issued a foreign passport, however, the spelling of the name and surname in English does not coincide with their spelling in my foreign documents (there is a different citizenship).

Answer: The consular department of the embassy of the Russian Federation issues passports in strict accordance with Russian rules governing the processing of passports. In Russian foreign passports, the name and surname of the owner of the passport is indicated in Latin transliteration (please note that it is not in any specific language: English, French, German, etc., namely in Latin transliteration) by replacing Russian letters with Latin. Documents issued by foreign states cannot serve as a basis for changing existing Russian rules.

Question: I submitted documents to the consular department for the exchange of a foreign passport; no agreement has yet been received, but I need to return to Russia. How to be in this situation?

Answer: In this situation, you can issue a certificate of return to the Russian Federation.

Question: I submitted documents to the consular department for the exchange of a foreign passport, approval has not yet been received. Can the consular department expedite the approval process?

Answer: Unfortunately, the consular department cannot speed up the issuance of a passport.

Question: I have married an Egyptian citizen, and I want to change the name in the Russian documents to a new one. How can I do this if I am registered in Russia?

Answer: A new passport is issued for the owner’s marriage name only after replacing the internal passport of a citizen of the Russian Federation in Russia at the place of residence (registration).

Question: Can I get an internal Russian passport through the consulate? Answer: No. This is the exclusive competence of the bodies of the FMS of Russia, and the replacement of an internal passport must be done personally and in Russia.

Question: Do they exchange an old passport during an exchange?

Answer: The old passport is left to the owner.

Question: Can I get a new passport with an electronic chip at the consulate?

Answer: No. To date, the timing of the transition to the issuance of biometric passports in consular offices of Russia in the UAE has not been determined, and they continue to issue "old" passports with a machine-readable line, without a chip. When a decision is made on the timing of issuing passports of a new sample, we will inform about this.

Question: What are the requirements for photographs on a foreign passport?

Answer: We accept color photographs measuring 3.5 by 4.5 cm. At the same time, the background of the photograph should be white or light. Question: At what age is a child’s photo pasted into the passport? Answer: Photographs of children are pasted into the passport, regardless of their age (i.e., from the moment of birth).

Question: Tell me, please, the most inexpensive and simple (if possible without a personal appearance) way to apply for a visa in the UAE for Russian citizens?

Answer: The consular department of the Russian Embassy does not handle the entry visas to the UAE for Russians. The UAE Embassy in Russia (the official website of the UAE Embassy in Russia //www.uae-embassy.ru) is engaged in registration of visas only for official delegations. Russians can get tourist visas to the United Arab Emirates through travel agencies.

If your friends or relatives live in the territory of the Emirates, then they can apply for you through the UAE immigration authorities (//www.uae-embassy.ru / rco01.htm).

Question: In the summer, my foreign husband and I plan to visit Russia. Tell me, what documents are required to apply for a private visa to her husband?

Answer: If your internal passport of a Russian citizen has a stamp on marriage registration with that citizen, then a visa to Russia can be issued according to a simplified scheme. To do this, you must come to the consular department of a Russian foreign agency with your spouse and provide the following documents: original passports (for you internal and foreign passports), the original marriage certificate, one photo of your spouse, fill out a visa application form, and write a statement addressed to the Russian ambassador in the UAE (sample provided). Further, the documents go for approval (the process takes 10 business days).

If there is no stamp on marriage in your internal passport, then a private visa is issued on the basis of an invitation from the FMS of Russia (an invitation for a foreigner can also be issued not only by you personally, but also by your relatives or friends living in Russia). In this case, you must provide the consular department: the original invitation from the FMS, the original spouse's passport, a completed visa application form and one photo. The visa application period is from 1 to 5 business days. The visa application form can be printed from the website of the Russian Embassy.

As for the payment for a private visa, it varies from 180 to 720 UAE dirhams, depending on the citizenship of the person applying for a visa to Russia.

We will also consider information related to the registration of consular records and the procedure for obtaining a criminal record certificate.

Consular Accounting

First of all, I would like to draw the attention of all Russians who came for temporary or permanent residence in the UAE, to register at the consular section of the embassy in Abu Dhabi or the consulate general in Dubai. At the same time, we emphasize that this procedure is carried out on a voluntary basis and is carried out absolutely free of charge. Citizens of the Russian Federation, already registered with the consulate, regularly receive information on ongoing events organized by the embassy or consulate general of Russia.

We also remind you that citizens who are not registered with the internal affairs bodies at the place of residence in Russia due to leaving for permanent residence abroad must register with the consular department of embassies or the Consulate General of the Russian Federation.

The deregistration at the place of residence on the territory of Russia is made out by the relevant internal affairs body by affixing a stamp in the internal passport in the form of the stamp "Deregistered", and in the passport the mark "For residence abroad", which is sealed with the signature of the passport and visa officer and stamp for foreign documents.

When registering with a Russian foreign agency abroad, Russian citizens fill out registration cards and provide one photograph. The passport stamped "Registered".

Withdrawal from consular registration of citizens of the Russian Federation who lived in the consular district is carried out according to their applications and consists in putting down a stamp on deregistration by the consul in foreign passports of citizens.

If citizens who have arrived from another consular district or state, for whatever reason, have not withdrawn from the consular registration at a Russian foreign agency in that district or state, the consul shall send to this consular post a request to remove citizens from the consular registration in connection with their application for Consular registration in a new place of residence.

Attention! A consular fee will be charged for a request for deregistration at another consular post.

Requesting evidence of the presence (absence) of a criminal record In accordance with the legislation of the Russian Federation, citizens of Russia, foreign citizens and stateless persons located outside the Russian Federation, apply to diplomatic missions and consular offices regarding the issue of certificates of availability (absence) of a criminal record Russian Federation abroad.

A certificate of the presence (absence) of a criminal record can be obtained in two ways:

Option 1

To receive it in person or through a proxy at the State Aviation Administration Center of the Ministry of Internal Affairs of Russia, the Information Center of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the subject of the Russian Federation at the place of registration of the person concerned in Russia. Option 2

Request help through a Russian foreign agency. To do this, you must submit an application, which should contain the following information: last name, first name, patronymic (including previous ones); for citizens of those countries where the existence of a middle name is not provided, - the last name and first name, day, month and year, the applicant’s birthplace, his citizenship and address of the last place of residence (stay) in the Russian Federation.

The consular fee for claiming such a certificate is: for citizens of Russia - 210 dirhams, for foreigners - 320 dirhams.
